Moldova's National Security Strategy foresees "The transformation of the Republic of Moldova into a high-performing economy, protected by a modern national security system, supported by strong government institutions and a civil service that adheres to high standards." In today's security environment, characterised by a variety of hybrid threats, achieving such a transformation will require high quality education and training of security sector personnel to enable them to meet these challenges.

Project objectives

The project's objective is to continue supporting the Stefan Cel Mare Academy of the Moldovan Ministry of Internal Affairs, which has been running since 2021, with the aim of developing it into a modern educational institution that meets EU standards.

Given that the main activity of the Academy is the learning and research activities of the Ministry of Interior, it is a very important contributor in the overall context of Moldova. The effectiveness of its work will not only determine the security of the Moldovan population, but also the capacity of the wider Ministry of Interior - in particular the police and border police - to carry out the reforms necessary for EU integration.

Actions and results

Activities include:

  1. Continued training on countering hybrid threats for Academy and partner staff; 
  2. Training on developing learning outcomes based on Bloom's Taxonomy for Academy staff; 
  3. Training on using Moodle in teaching for Academy staff (continuation course for one started in 2024); 
  4. Change management workshops for Academy and partner staff in public sector organisations.
