The project supports the development of the Ukrainian rehabilitation system and related higher education, vocational education and advanced training, focusing on the development of curricula and the provision of training that meet modern, evidence-based and international standards, thereby helping to develop the provision of rehabilitation services in Ukraine.

Project objectives

The aim is to create and approve an action program by a joint Estonian-Ukrainian working group that will support the development of rehabilitation through systematic, targeted and internationally coordinated activities starting in 2026.

The longer-term goal is to create a basis for sustainable international cooperation that supports the professional development of specialists and the introduction of modern approaches in the Ukrainian healthcare, education and social system. As a result of international cooperation, new curricula will be developed for vocational and higher education (bachelor's and master's levels), and in-service training (including micro-qualifications and training of trainers) and internships will be carried out to increase the knowledge and develop the skills of specialists in the field of rehabilitation.

Actions and results

The focus is on expanding practical cooperation between Estonian and Ukrainian partners, building on the capacity of Estonian hospitals and higher education institutions to contribute to systemic and long-term development. In 2025, the focus will be on:

  • Mapping partner organizations in Ukraine with the formation of a joint working group for planning and implementing activities; 
  • Mapping the current state and development needs of the Ukrainian rehabilitation system; 
  • Analyzing existing rehabilitation and related curricula and identifying training needs; 
  • Preparing a detailed action plan for 2026–2028.
