There has been a long-standing cooperation between various Ukrainian housing associations and the Estonian Association of Housing Associations. In the course of the last project, a number of cooperatives from all over Ukraine were involved, residents' awareness of renovation was raised, general meetings were held to decide on the principle of renovation, and draft projects were prepared. In the city of Zhytomyr, preliminary work has been carried out in two cooperatives. In addition, it is planned to include a third cooperative in the study, where baseline studies will be carried out to map the suitability of factory-based renovation works. Thus, the preliminary work has been done in terms of the involvement of the cooperatives and the municipality and the next step is to draw up the construction plans for the 3 apartment buildings, in order to launch a call for tenders for the construction of one pilot project, if financing is available, and then to seek financing for the other apartment buildings.

The project is financed by the Estonian Centre for International Development from the state budget of the Republic of Estonia. 

Project objectives

The aim is to assess the technical condition of the three apartment buildings in 2024, to carry out the necessary on-site surveys and to analyse the suitability of the apartment buildings for complete renovation, including the use of prefabricated elements. Develop a standard solution for the apartment buildings in Ukraine (energy efficiency, fire safety requirements, etc.) and design a pilot project for the construction works.

Actions and results

  • Agreements and contracts are signed between all parties;
  • Visit to Ukraine (surveying, technical building studies), preparation, transport and installation of a prototype of a supplementary insulation element for an apartment building, analysis of the results, preparation of solutions: input to the Ukrainian designer, preparation of the construction project and building permit;
  • Study visit to Estonia - Ukrainian university researchers, designers and others;
  • Acceptance and presentation of results.
