Moldova to follow Estonian example in boosting digital transformation

The activities of Estonian organizations and experts are highly valued in Moldova. Estonian expertise is desired for setting strategic goals and implementing strategies for the development of a healthy business ecosystem, as well as good governance that is supported by well-designed e-government systems.

In development cooperation, it is of primary importance to take into account both the partner country’s needs and the value added from Estonia’s expertise and experience. In order to plan activities, this week ESTDEV reconvened partners who have been more active in Moldova and know the context and business architecture well.

“In order to carry out activities with Moldova that will strengthen the country’s development, it is important to find the root causes of undesired effects, such as the departure of talent and investors. Together with USAID and Sweden, we want to support the country’s sustainability in activities that lead to long-term, systemic desired developments,” said Kristel Rillo, ESTDEV’s program manager.

“Moldova’s readiness for change is at an all-time high, and we as Estonians can relate very well to the time-sensitivity of using this momentum,”

During the discussion, the following points were most prominent as needs and opportunities for intervention:

  • The need to advise the central government in planning strategic activities and e-solutions by making public services more efficient
  • The need to improve the availability and quality of services (including health and education) using a e-solutions, taking into account the country’s demographic situation by including important differences between cities and rural areas
  • The need to empower young people so that they do not drop out of education and will not leave the country; this means both improving the quality of education and increasing entrepreneurial competence in every age group

“Moldova’s readiness for change is at an all-time high, and we as Estonians can relate very well to the time-sensitivity of using this momentum,” concluded Kristel Rillo.
