Brief description of the contract: The general goal of the analysis is to create an effective, comprehensive system for assessing the impact of development cooperation and humanitarian aid and explaining its effectiveness to both the Estonia and the target countries, in order to take it into account both in the preliminary analysis of projects, in the decision-making process of the selection of aid and in the further monitoring of the performance of projects, and to develop a methodology for assessing the satisfaction of project beneficiaries.
